The Philippine Statistics Authority – Regional Statistical Services Office VIII (PSA - RSSO 8) is implementing the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) from 30 September to 22 October 2024.  The 2024 FLEMMS is a nationwide household literacy survey designed to provide a quantitative framework and a reliable baseline data that will guide the country’s education policies and programs to eradicate illiteracy, especially in depressed, disadvantaged, and undersigned areas.  

Specifically, the 2024 FLEMMS will be the main source of basic and functional literacy statistics which are essential in achieving the targets outlined in the Philippine Development Plan (PDP) 2023-2028 Chapter 2 – Promote Human and Social Development, and  Sustainable Development Goal 4 – Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.  The 2024 FLEMMS will pilot test new data items that are aligned with the Programme for the International Assessment of Adult Competencies (PIAAC), which is the recommended tool to measure functional literacy endorsed by the United Nations Educational, Scientific and Cultural Organization (UNESCO).

The survey utilizes the 2023 Geo-Enabled Master Sample (MS) of household-based surveys of PSA and in Eastern Visayas, approximately 10,752 households is deemed sufficient to generate reliable estimates at the regional, provincial, and highly urbanized city (HUC)-level .
Data collection method is a combination of the 2024 Computer-Assisted Personal Interviewing (CAPI) System and Pen-and-Paper Interviewing (PAPI).  

The PSA enjoins the public to support the 2024 FLEMMS by providing truthful information to authorized PSA Statistical Researchers who are currently in the field to administer the FLEMMS questionnaires.  All 2024 FLEMMS project staff share the commitment to protect the confidentiality of the information obtained from the respondents.  The Office adheres and commits to the confidentiality of information as stipulated in Section 26 of RA 10625 and Section 8 of RA 10173. All data obtained herein shall be held strictly confidential, and will not be used for taxation, investigation or law enforcement purposes.
