The Philippine Statistics Authority (PSA) Northern Samar Provincial Statistical Office, in collaboration with the Department of Social Welfare and Development (DSWD), is intensifying efforts to encourage Notehanons, particularly beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), to register for the Philippine Identification System (PhilSys).

DSWD is implementing the incentivization of PhilSys registration among unregistered 4Ps beneficiaries to ensure comprehensive coverage in the PhilSys registry.


This is pursuant to Office Memorandum 2024-40, dated 31 January 2024, or the "Philippine Identification Registration and Authentication of Pantawid Pamilyang Pilipino Program Beneficiaries during the Family Development Session (FDS)". The FDS is a monthly parent group activity attended by the main grantee/s of the houseold, usually mothers. It serves as a psycho-social and educational intervention of the 4Ps and complementary activity provided to the household grantees and household heads to ensure that children beneficiaries are able to comply with the conditionalities, and parents are able to provide necessary support to their children for health and education needs.

In support of this objective, the PSA conducts PhilSys registration of unregistered beneficiaries and authentication of registered beneficiaries during FDS sessions all over the country, which started last February 2024. This initiative was implemented in the province of Northern Samar on 11 March 2024, to six (6) municipalities: Rosario, San Antonio, San Isidro, Laoang, Las Navas, and Catarman.

As of 30 April 2024, a total of 6,174 individuals were registered, comprising 1,525 children under 4 years old and 4,649 individuals 5 years old and over during FDS sessions. Additionally, 4,856 ePhilID cards were printed, 604 retrievals of Transaction Reference Numbers (TRN) were completed, and 46,068 authentications were recorded. Apart from the aforementioned municipalities, Capul, Palapag, Lope De Vega, Lapinig, Gamay, Mapanas, Bobon, San Roque, Mondragon, and San Vicente were added to the roster of municipalities with authentication services. PSA Northern Samar aims to visit all municipalities by the end of June this year.
