25 July 2025 - Biliran, Biliran. The Philippine Statistics Authority (PSA) – Biliran formally presented the preliminary results of the 2024 Community-Based Monitoring System (CBMS) to the Local Government Unit (LGU) of Biliran at the Nasunogan Visitor's Lounge in Biliran.

The activity was presided by Supervising Statistical Specialist Arthur R. Collanto alongside some PSA Biliran personnel. In attendance were Municipal Mayor Grace J. Casil, LGU department heads, and members of the Municipal Census Coordinating Board.

The presented results highlighted key statistics derived from the 2024 CBMS data, offering crucial insights into various Sustainable Development Goal (SDG) indicators. These included detailed data on access to basic services such as sanitation, water, and electricity, as well as information on secure land tenure, employment, and labor force statistics. All presented results were disaggregated down to the barangay level, providing a granular view of the local socio-economic landscape.

In her message, Mayor Casil expressed her excitement about the 2024 CBMS data. "With this data, we can now move forward with our bold aspirations: to achieve the Seal of Local Governance and to complete the Comprehensive Land Use Plan (CLUP) before my term concludes," she stated, emphasizing the data's critical role in the municipality's strategic goals.

Municipal Planning and Development Coordinator Gwenna Cervantes further emphasized the pivotal role of the CBMS data, underscoring its instrumental value in formulating and implementing programs that are specific, targeted, and responsive to the actual needs of the community.

Furthermore, thematic maps utilizing geospatial statistics were also presented. The maps visually depicted the spatial distribution and patterns of critical indicators across various geographic areas within the municipality, including households with Persons with Disabilities (PWDs), senior citizens living alone, and distribution of housing units constructed with light materials.

This visual representation provides the LGU with a clearer understanding of these dynamics, thereby empowering them to effectively design and construct accessible government service facilities and infrastructure tailored to community needs.

An open forum was facilitated right after the presentation to address the remaining questions. Concerns raised regarding the results presented were promptly clarified with supporting data generated from the CBMS tables and in alignment with CBMS concepts.

The successful presentation of the 2024 CBMS preliminary results marks a significant step forward for LGU Biliran in evidence-based planning and local governance.
