The Philippine Statistics Authority – Biliran successfully held its 2025 Provincial Mid-Year Performance Review and Assessment from 10 to 12 July 2025 in Ormoc City. This activity aims to evaluate accomplishments, identify areas for improvement, and reinforce the agency’s commitment to its strategic goals.

In her virtual message, Regional Director Wilma A. Perante commended the employees for their dedication over the past six months. She emphasized that the 2025 Mid-Year Performance Review and Assessment is a crucial tool for employee development, not merely for compliance. The activity aims to ensure alignment with PSA’s vision, mission, and its 2025 commitment to becoming a resilient, agile, and future-fit organization. She encouraged personnel to use the review to assess efficiency, identify areas for improvement, and submit outputs within five days.

The session was spearheaded by Chief Statistical Specialist Renavil V. Cueva. She emphasized and explained the purpose of the activity, highlighting some such as: a) assess the implementation of the 2025 Work Program and attainment of targets based on the submitted Office Performance Commitment Review (OPCR) and, providing a clear picture of the agency’s progress towards its established goals; b) identify the setbacks and challenges encountered in the implementation of programs, activities and projects (PAPs), facilitating the development of effective solutions; and c) analyze the financial and physical status of the agency’s PAPs, comparing progress against the approved plans to identify potential allocation resource allocation issues and optimize resource utilization for the remaining months, among others.

She also led the workshop on filling out the Planning Workshop (PW) Form 1 which review the targets against the actual accomplishments for the 1st Semester 2025 Work Program and asked the inputs of the Focal Persons assigned on each PAPs.

Moreover, Administrative Officer I Marife S. Sabuag presented the updated 2025 Project Procurement Management Plan (PPMP). This was followed by the presentation of List of Setbacks and Challenges by Registration Officer II 
Edna D. Felicita.

Employees actively engaged on the group discussion led by Senior Statistical Specialist Janice E. Tan on the PW Form 2. She provided inputs and comments on the revision of the 2nd Semester 2025 Work Program and shall be aligned with the PSA 2024 – 2028 Strategic Plan.

For the succeeding days, the group learning session focused on discussion of internal and external issues, financial and physical status of PAP as of June 2025, workload analysis, review of risks and opportunities, and opportunity for improvements for 5S Audit.

In his closing message, Supervising Statistical Specialist Arthur R. Collanto extended his appreciation for the productive group learning session and reminded the individuals’ assignment for the accomplishment of all PW forms. He added that each employee has contributed to the successful implementation of the various PAPs of the office for the first semester of 2025.

The 2025 Mid-Year Performance Review and Assessment aims to comprehensively assess the progress and performance of all PSA Operating Units (PSA OUs), comprising the Offices, Services, Units, Divisions, Regional Statistical Service Units (RSSOs), and Provincial Statistical Offices (PSOs), during the first semester of 2025. It is designed to evaluate the progress, identify areas for improvement, and foster collaboration within PSA, to ensure the successful achievement of agency goals for the year.
