The Philippine Statistics Authority (PSA) – Biliran conducted a 6-day Provincial Level Training (PLT) for the 2024 Census of Population and Community-Based Monitoring System (POPCEN-CBMS) Household Data Collection and Geotagging on 17 to 22 June at Ormoc City. The trainers were Chief Statistical Specialist (CSS) Renavil V. Cueva, CSS Mae R. Almonte of PSA Regional Statistical Services Office VIII (RSSO VIII), Supervising Statistical Specialist Arthur R. Collanto, Senior Statistical Specialist Janice E. Tan, and Information System Analyst I Miguel A. Cua of PSA RSSO VIII. The training equipped the eight (8) hired Census Area Supervisors (CASs) and PSA personnel with necessary skills and knowledge for the Municipal Level Trainings (MLTs) and to efficiently carry out the significant household data collection and geotagging.
The general objective of the 2024 POPCEN-CBMS is to provide government executives, policy and decision makers, and planners with updated population and housing data in all barangays nationwide and to ensure that social registries of national government agencies (NGAs) and local government units (LGUs) are comprehensive and updated for evidence-based project development and program implementation.
The comprehensive training is designed to ensure that all personnel are thoroughly prepared to conduct the undertaking with highest standards of accuracy and efficiency. The training period covered a wide range of topics on concepts and definitions, POPCEN-CBMS forms, navigation of CBMS resources, Data Privacy and Confidentiality, tablet-based geotagging procedures, enumeration procedure, paper-based geotagging procedures, instructions on accomplishing different forms, and enumeration scenarios, among others. Meanwhile, mock interviews were conducted for the participants to have a hands-on experience of using the tablet and the various applications to be used during enumeration as well as to guide them on how to properly ask the questions.
Series of MLTs will be conducted on 01 – 12 July for the 24 Team Supervisors (TSs) and 120 Enumerators (ENs) that will be hired to cover all enumeration areas in the province. The participants of the PLT will serve as trainers during the MLTs.
The data collection period for the 2024 POPCEN-CBMS will start on 15 July and will end on 16 September. In line with this, PSA enjoins the LGUs, NGAs, other stakeholders, and the general public to participate in this undertaking by providing accurate and complete information to the authorized data collectors of PSA. The information collected shall be treated with utmost confidentiality as mandated under Section 26 (Confidentiality of Information) of Republic Act No. 10625.
