The Philippine Statistics Authority (PSA) – Biliran announces the conduct of the 2023 Household Energy Consumption Survey (HECS). The 2023 HECS is a nationwide survey of households jointly executed by the Department of Energy (DOE) and the PSA.

The 2023 HECS is a stand-alone survey that gathers information on household’s utilization of fuels, supply systems, patterns of energy use, and other indicators that may be useful to assess the current energy profile of different households and communities in the country. The data collected from this survey shall provide the DOE with updated and reliable data for an effective household energy strategy for the Philippines. The collected data will be used by government planners, policy makers, and administrators in formulating energy related social and economic development plans, policies, and programs.

In addition, the 2023 HECS involves the collection of data on energy consumption in the residential sector. It also gathers information on attitudes and practices on energy-related issues. Detailed listings of household appliances and equipment are also incorporated in this survey.

The data collection period of the 2023 HECS started on 17 June and will end on 19 July 2024. A total of four (4) hired Statistical Researchers (SRs) and one (1)Team Supervisor (TS) were trained with needed skills and knowledge for the field data collection during the Second Level Training on 11 to 14 June at Tacloban City.

In line with this, PSA Biliran enjoins all sample households to support the said undertaking by providing accurate and complete information to the authorized data collectors of PSA. The information collected shall be treated with utmost confidentiality as mandated under Section 26 (Confidentiality of Information) of Republic Act No. 10625.
