The Local Civil Registry Office (LCRO) of Cabucgyan, Biliran was awarded as the 10th place among the 2024 Most Outstanding LCRO in the country under the Small Category during the 4th National Convention on Civil Registration and Vital Statistics (4NCCRVS), held on 29 July 2025 at SMX Convention Center in Mabalacat City, Pampanga.

The plaque of recognition was received by Municipal Civil Registrar Rosalie R. Agang, accompanied by Regional Director Wilma A. Perante of the Philippine Statistics Authority (PSA) Regional Statistical Services Office 8 (RSSO 8). The award was presented by National Statistician and Civil Registrar General Claire Dennis S. Mapa, Deputy National Statistician Minerva Eloisa P. Esquivas, and Assistant National Statistician Marizza B. Grande.

In 2024, a total of 411 LCROs belonged to the Small Category. The City/Municipal Civil Registry Offices are classified into six (6) different categories based on the number of civil registry documents of births, marriages and deaths, that have been registered by the concerned LCRO during the year. The categories are extra small, small, medium, large, extra large, and super extra large.

Further, the selection of Outstanding LCRO Awardees for 2024 was rated on activities undertaken during the period January to December 2024 on the basis of the submitted Civil Registry Documents and Narrative Reports to the PSA-Provincial Statistical Office and Civil Registration Service.

 

This award highlights the significant achievements and exceptional accomplishments of the LCROs in the field of civil registration. It serves as a testament to the unwavering commitment of LCROs in upholding the integrity, accuracy, and timeliness of registering vital events such as births, marriages, and deaths. The PSA highly values the strong partnership and collaboration with LCROs, recognizing their indispensable role in ensuring that civil registration services remain accessible, efficient, and responsive to the needs of the public. By honoring top-performing offices like the LCRO of Cabucgayan, the PSA encourages continued excellence, innovation, and accountability in the delivery of civil registration services across the municipalities in the province and in the country.

The 4NCCRVS conducted on 28 to 30 July adopted the theme “Building a Resilient, Agile and Future-fit Civil Registration and Vital Statistics System” aligned with the 35th Civil Registration Month.

Moreover, it is the venue for civil registration stakeholders all over the country to discuss resiliency and inclusivity of the Civil Registration and Vital Statistics (CRVS) system amidst crisis and calamities, to ensure that it will continue and maintain its essential functions and effective measures to protect and preserve the information and data. To have a future-fit and agile CRVS system, the PSA leads the development to enhance CRVS processes through digitalization. The convention showcases Electronic Civil Registration and Vital Statistics (eCRVS) system and processing of corrections through Administrative Petition for Correction Automated System (APCAS) to better improve accessibility, availability, and faster delivery of services to the clients. This event informs the esteemed participants about the latest advancements in CRVS and provide updates on recent laws, policy issuances, and procedures as well as data appreciation for vital statistics.
