            Former rebels (FRs) participate in the E-CLIP Caravan facilitated by PSA Samar, in partnership with the 801st Infantry Brigade and the Samar Provincial Task Force-ELCAC


The Philippine Statistics Authority (PSA) Samar, in partnering with the 801st Infantry (Bantay at Gabay) Brigade and the Samar Provincial Task Force to End Local Communist Armed Conflict (ELCAC), conducted the Enhanced Comprehensive Local Integration Program (E-CLIP) Caravan on 20-21 February 2025 at Camp Lukban, City of Catbalogan.

The initiative aimed to streamline the reintegration process of former rebels (FRs) by providing a one-stop-shop venue for essential services, including National ID (NID) registration and other necessary documentation. The two-day event resulted to 51 individual National ID registrations, 3 paper-based National ID issuances, 1 digital National ID issuance, and 3 Transaction Reference Number (TRN) retrievals. The PSA also provided Civil Registration Service through the BRAP.

The event was part of the continuous effort to promote peace and development in Samar by supporting former combatants in their transition back to mainstream society. The Caravan provided direct assistance to those who have chosen to embrace the path of peace and reintegration, underscoring the commitment of the government and its partner agencies to sustainable development and security in the province.

The caravan was made possible through the collaboration of various agencies, with Philippine Statistics Authority (PSA), playing a crucial role in ensuring the efficient processing of identification documents for former rebels. BGEN Lenart R. Lelina, PA expressed his gratitude for the unwavering support of all stakeholders, stating, “This Caravan is a testament to our collective efforts in achieving long-term peace in Samar. By providing necessary services to former rebels, we are strengthening their trust in the government and paving the way for inclusive development.”
