The Philippine Statistics Authority – Regional Statistical Services Office VIII (PSA – RSSO 8) is conducting the 2024 Commodity Flow Survey (CES) Via Road Mode of Transport in Eastern Visayas.  The survey aims to capture quarterly data of the movement of commodities from one province to another via road mode of transport.  Specifically, it will generate quarterly estimates on the total value, total weight, and total freight charges of commodities by commodity group.  It expands the coverage of the current Domestic Trade Statistics (DTS), which covers air and water transport systems only.

The 2024 CFS results will be used in formulating and implementing various regional development programs, such as countryside development planning; conducting market research and feasibility studies; and serves as input in the estimation of regional accounts in the country. The unit of enumeration for the 2024 CFS is the establishment.  It covers selected establishments engaged in Agriculture, Forestry and Fishing, Mining and Quarrying, Manufacturing, and Wholesale Trade Sections in the country.

The primary source of the sampling frame for the 2024 CFS is the preliminary 2023 List of Establishments as of 18 June 2024.   For the third quarter 2024, approximately 156 formal establishments in the region will be within the scope and coverage of the 2024 CFS.  Enumeration period starts in the last week of November 2024 until December 2024.

This statistical activity was reviewed and cleared for conduct by the Statistical Survey Review and Clearance System (SSRCS), a mechanism prescribed by RA 10625 or the Philippine Statistical Act of 2013 to ensure sound design for data collection; minimize the burden placed upon respondents; effect economy in statistical data collection; eliminate unnecessary duplication of statistical data collection efforts; and, achieve better coordination of government statistical activities.

In line with this, PSA enjoins all sample establishments to support the survey by providing truthful information to authorized PSA Statistical Researchers who will visit them to distribute, interview, and collect the CFS questionnaires.  The Office adheres and commits to the confidentiality of information as stipulated in Section 26 of RA 10625 and Section 8 of RA 10173.  All data obtained herein shall be held strictly confidential, and will not be used for taxation, investigation or law enforcement purposes.  Survey results will be released in the form of summaries or statistical tables.
