The Philippine Statistics Authority – Regional Statistical Services Office VIII (PSA - RSSO 8) will undertake the joint conduct of the July 2023 Labor Force Survey (LFS) and 2023 Family Income and Expenditure Survey (FIES) Visit 1, on 08 to 31 July 2023. Around 10,752 sample households in the region will be interviewed during the survey.
 
The 2023 FIES is the 20th survey conducted from the time it started in 1957. It provides data needed in the different aspects of the country’s economic conditions. Specifically, it aims to gather data on family income and family living expenditure and related information affecting income and expenditure levels and patterns in the Philippines; determine the sources of income and income distribution, levels of living and spending patterns, and the degree of inequality among families; provide benchmark information to update weights in the estimation of Consumer Price Index (CPI); and provide inputs in the estimation of the country’s poverty threshold and incidence.
 
Meanwhile, the LFS is a monthly survey that provides statistics on levels and trends of employment, unemployment, underemployment and labor force participation in the country. It provides a quantitative framework for the preparation of plans and formulation of policies affecting the labor market.
 
Among the innovations in the 2023 FIES and July 2023 LFS are the use of the 2023 Geo-Enabled Master Sample, Enumerator’s App, Supervisor’s App, and Monitoring Dashboard during operations.
 
In line with this, PSA enjoins all sample households to support the survey by providing truthful information to authorized PSA Statistical Researchers who will visit them to conduct personal interview. The office adheres to the principles of transparency, legitimate purpose, and proportionality pursuant to R.A. No. 10173 or the Data Privacy Act of 2012 and R.A. No. 10625 or the Philippine Statistical Act of 2013. Section 26 of RA No. 10625 stipulates that “individual data furnished by a respondent to statistical inquiries, surveys, and censuses of the PSA shall be considered privileged communication and as such shall be inadmissible as evidence in any proceeding”. All survey results will be released in the form of summaries or statistical tables.
 
The office assures the public that required public health and safety measures to mitigate COVID-19 will be strictly observed in all phases of field operations. All PSA personnel and hired statistical researchers who will be deployed are healthy and will wear PSA ID for proper identification.
