The Philippine Statistics Authority (PSA) Southern Leyte in
partnership with the Local Government Units of Limasawa and Padre Burgos successfully conducted the Community-Based Monitoring System (CBMS) Preliminary Results Presentation and Data Review on 07 July 2025 held in separate venues, the former in the Municipal Hall Conference Room while the latter was in the Mayor’s Conference Hall.

The activity marks a significant milestone in evidence-based planning and data-driven governance in these municipalities, offering an in-depth look into the social, economic, and demographic realities of local communities. The preliminary results were drawn form the comprehensive data gathered during the 2024 CBMS rollout in July 2024.
Sangguniang Bayan members, barangay officials, and department heads attended the activity, demonstrating strong support for the CBMS initiative. The data review served as a platform for validating key indicators related to poverty incidence, education and access to basic services.
In their opening messages, Engr. Jeremias Tumamak and Engr. Emmanuel Gulay, Municipal Planning and Development Coordinators of these municipalities emphasized the value of reliable data in crafting responsive programs for the constituents, particularly in a geographically isolated municipality like Limasawa. “CBMS provides us with a clearer picture of our people’s needs, especially those in remote barangays. This will help us prioritize programs that truly matter,” Engr. Gulay said.
The PSA also commended the cooperation of the LGU and
enumerators, whose commitment ensured the accurate and timely conduct of the CBMS activities despite the geographical challenges unique to the island municipality.
Following the review, the LGU is expected to use the validated data in updating their local development plans and aligning local policies with the Sustainable Development Goals (SDGs).
The CBMS is an organized technology-based system of collecting, processing, and using local data for planning, program implementation, and monitoring. It aims to empower communities through accessible and timely statistics.
