The Philippine Statistics Authority (PSA) – Samar conducted the Presentation of the 2024 Community-Based Monitoring System Preliminary Results for Selected Municipalities cum Stakeholders Forum held on 26 March 2025 at the Convention Center, Samar State University, City of Catbalogan.

The event was graced by Undersecretary Claire Dennis S. Mapa, National Statistician and Civil Registrar General, who delivered an insightful message on the importance of data in shaping public policies. He emphasized the critical role of CBMS in ensuring that local governments are equipped with reliable disaggregated data necessary for effective governance, targeted interventions, and sustainable development.

PSA RSSO 8 Regional Director Wilma A. Perante, in her Welcome Message, acknowledged the contributions of local government units (LGUs) in supporting the CBMS initiative. RD Perante highlighted the significance of CBMS data in local planning, policy development, and delivery of public services, underscoring its role in addressing the salient needs of various communities.

Hon. Sharee Ann T. Tan, Provincial Governor of Samar, also delivered a Message, emphasizing the value of CBMS in driving local development and ensuring that data is adequately aligned with the needs of province’s constituents. She further expressed her full support for the CBMS initiative in Samar.

Ms. Kristine Joy S. Briones, Assistant National Statistician for Community-based Statistics Service, provided a detailed presentation of the 2024 CBMS preliminary results for eleven municipalities. She shared key findings that highlighted various socio-economic indicators, including household access to electricity, internet, clean fuels, basic services like water and sanitation, and food security. ANS Briones emphasized CBMS data plays a crucial role in monitoring progress towards the United Nations’ Sustainable Development Goals (SDGs), particularly in areas like poverty reduction, health, and access to basic services, among others, thereby enabling more targeted and effective interventions.

Engr. Carlo Nikko V. Bermejo, EnP, Municipal Planning and Development Coordinator of LGU Motiong, discussed the Utilization of CBMS data at the local level, particularly in poverty analysis, disaster risk reduction, and public health initiatives. He highlighted how data helps in effective resource allocation, prioritization of vulnerable sectors and, informed policy decisions. Engr. Bermejo also addressed challenges related to data gaps and overlapping requirements for audits and assessments, recommending improvements in data coverage and creation of a more centralized format for CBMS data.

The event concluded with a Closing Message from Riza N. Moraleta, Chief Statistical Specialist of PSA Samar, who expressed her gratitude for the valuable efforts and contributions of all stakeholders.  She also reiterated PSA’s commitment to providing the necessary technical support to LGUs in the effective use of CBMS data.
