The Philippine Statistics Authority (PSA) - Biliran is currently conducting the 2024 Annual Survey of Philippine Business and Industry (ASPBI) and the 2024 Survey on Information and Communication Technology (SICT), which officially began on 28 April 2025.  

The ASPBI is one of the designated statistical activities of the PSA which generates essential statistics for economic planning and analysis. Specifically, the survey results will be used for constructing national and regional income accounts of the country’s economy; formulating and monitoring plans/policies in the attainment of national and regional economic goals; determining and comparing regional economic structures and performances; analyzing economic performance of Micro, Small, and Medium Enterprises (MSMEs); conducting market research and feasibility studies; and updating the sampling frame for establishment-based surveys.

The sample establishments are given multiple options on how they can respond to the survey. They can either (1) use the online questionnaire available at https://aspbi.psa.gov.ph; (2) utilize electronic copy of the questionnaire either in portable document format (.pdf) or Excel (.xlsx); or (3) accomplish the printed copy of the questionnaire. The reference period for this survey is from January to December 2024.

Meanwhile, the 2024 SICT is a rider survey that collects information on the availability, distribution, and access/utilization of Information and Communication Technology (ICT) among establishments. The data gathered from this survey will be used to: assess the use of ICT resources by establishments and the availability of ICT infrastructure; determine how establishments use the internet, including the activities it is used for; determine web presence; determine revenue generated through e-commerce transactions and mobile phones; and identify the methods used for disposing of ICT equipment.

Like the 2024 ASPBI, sample establishments are given multiple options to respond to the survey. The respondent may provide needed information for the survey by accomplishing the questionnaire through any of the following forms: (1) an online questionnaire which can be accessed at https://sict.psa.gov.ph; (2) an electronic copy of the questionnaire, in either in Excel or pdf format, which will be emailed at the establishment’s official email address upon request; or (3) a printed questionnaire, which will be distributed and collected by a PSA personnel.

All information collected in the 2024 SICT will refer to the period January to December 2024, except for employment which is as of 15 November 2024.  The purpose of the reference period for employment data is to get an accurate estimate of employment which will represent the data for the reference year. Based on the results of the study on business practices, establishments find it easy to provide total employment as of the middle of the last quarter of the year due to the fast retrieval of records.

The Statistical Researcher (SR), along with the Focal Persons (FPs), were equipped with necessary skills for conducting the surveys during the Second Level Training held from 24 to 28 March at Summit Hotel, Tacloban City. In Biliran Province, a total of 57 sample establishments were selected for 2024 ASPBI and 34 sample establishments for 2024 SICT. One SR was hired to conduct data collection activities which includes distribution, collection, and field editing of the survey questionnaires across the province. The field operation started on 28 April 2025 and will end on 15 August 2025. Sample establishments are encouraged to submit their responses at the earliest possible time to ensure timely processing and validation of data.

In line with this, PSA enjoins sample establishments to participate in this undertaking by providing accurate and complete information to the authorized data collector of PSA. The information collected shall be treated with utmost confidentiality as mandated under Section 26 (Confidentiality of Information) of Republic Act No. 10625.
