The Philippine Statistics Authority (PSA)Leyte intensifies the Implementation of the Philippine Identification System (PhilSys) through School-Based Registration in the Province of Leyte and Tacloban City. This nationwide strategy brings the PhilSys Services closer to the remaining unregistered five (5) years old and above individuals in the country. Hired PhilSys personnel facilitated the coordination in schools to schedule the conduct of the School-based registration through assistance of the concerned Local Government Unit (LGU) particularly the Office of the Local Civil Registrar. Meanwhile the issuance and delivery of ePhillD is continuously being undertaken by ePhillD personnel through door to door and plaza type strategy. The printed ePhillD is the digital version of the PhillD which is printed on a piece of paper and has the same functionality of the PhillD. The Philippine Postal Corporation has continuously doing delivery of the PhillD to the declared address of the registrants during PhilSys Step 2 Registration.

As of 15 April 2023 PSA-Leyte was able to register 37,485 Filipino citizens age five (5) years old and over in Leyte and Tacloban City. This is 87.3 percent of the total target. On the other hand there were 181,484 delivered ePhillDs under Mode 2, or 166.98 percent from 108,900 January to March ePhillD Target of the province.
