06 January 2025 – The Philippine Statistics Authority (PSA) Biliran in collaboration with the Local Government Unit (LGU) of Kawayan through its Local Civil Registry Office (LCRO) awarded Certificates of Live Births (COLBs) in Security Paper (SecPa) to Birth Registration Assistance Project (BRAP) beneficiaries at Baganito Elementary School, Kawayan, Biliran.
The awarding was led by Chief Statistical Specialist (CSS) Renavil V. Cueva assisted by Principal Benjamin P. Diaz, Jr., Municipal Civil Registrar (MCR) Ydnaely Beth V. Carcellar, and Vice-Mayor Jake S. Espina. The five (5) recipients were young learners of the Baganito Elementary School in various grade levels. The issuance of the COLB will establish the identity of the learners and will open doors to numerous opportunities ensuring that every citizen is counted and cared for.
Moreover, Vice Mayor Espina and Principal Diaz expressed their gratitude to the office for the free issuance of the COLB as the BRAP has waived certain fees for registering delayed live births.
The BRAP is continuously being provided to the public through a joint collaboration between the PSA and LGUs through its LCRO to ensure that all births of Filipinos are registered in the Local Civil Registry Offices and that they will be enrolled with the Philippine Identification System. This project aims to increase the level of civil registration especially in marginalized communities such as those belonging to the Indigenous Peoples, Muslim Filipinos, and the poorest sector in the country.
