08 July 2024 – NAVAL, BILIRAN. The Philippine Statistics Authority (PSA) – Biliran in collaboration with the Local Government Unit (LGU) of Naval through its Local Civil Registry Office (LCRO) awarded 81 Certificates of Live Birth (COLBs) in Security Paper (SecPa) to Birth Registration Assistance Project (BRAP) beneficiaries held on 08 July at Biliran Province State University (BiPSU), Naval, Biliran.
The awarding ceremony was led by Regional Director Wilma A. Perante of PSA Regional Statistical Services Office VIII (RSSO 8); Chief Statistical Specialist (CSS) Renavil V. Cueva of PSA Biliran; Governor Gerard Roger M. Espina; Mayor Gretchen Stephanie M. Espina; and Provincial Director Jesus P. Naquila of Department of the Interior and Local Government (DILG). Present also in the awarding were LCRO staff, CSS Mae R. Almonte of PSA RSSO 8, Registration Officer II Edna D. Felicita, Registration Officer I Virgilio L. Cinco, Jr. and Birth Registration Agent Melisa D. Cabayaran.
The 81 beneficiaries were residents in Naval from the following barangays:
• Brgy. Villa Caneja with 12 beneficiaries;
• Brgy. Santo Niño with 3 beneficiaries;
• Brgy. P.S. Eamiguel with 8 beneficiaries;
• Brgy. Anislagan with 3 beneficiaries;
• Brgy. Libtong with 7 beneficiaries;
• Brgy. Atipolo with 4 beneficiaries;
• Brgy. Imelda with 8 beneficiaries;
• Brgy. Villa Consuelo with 12 beneficiaries;
• Brgy. Agpangi with 3 beneficiaries;
• Brgy. Calumpang with 10 beneficiaries;
• Brgy. Capiñahan with 5 beneficiaries;
• Brgy. San Pablo with 1 beneficiary;
• Brgy. Caraycaray with 1 beneficiary; and
• Brgy. Catmon with 4 beneficiaries.
In her message, CSS Renavil V. Cueva expressed that this act is not just providing documents rather it is about acknowledging and affirming the identity and rights of each individual. She added that the birth certificates open doors to numerous opportunities, from education to healthcare, and are fundamental step towards ensuring that every citizen is counted and cared for.
The BRAP is a project being implemented by PSA in collaboration with the LGUs that aims to increase civil registration in marginalized communities, particularly those belonging to the Indigenous Peoples (IP), Muslim Filipinos, and the poorest sector. The BRAP ensures that all births of Filipinos are registered in the Local Civil Registry Office and enrolled in the Philippine Identification System (PhilSys). It also aims to strengthen the documentation of the Step 2 Registration of Republic Act No. 11055 or the Philippine Identification System Act.
