The Philippine Statistics Authority – Southern Leyte Provincial Statistical Office achieved another milestone as the first in the country to officially turn over the 2024 Community-Based Monitoring System (CBMS) data to all 19 city and municipal, as well as the provincial local government units within the province.

The ceremonial turnover was graced by several key leaders and stakeholders, including Vice Governor Rosa Emilia G. Mercado, PSA Regional Statistical Services Office – 08 Chief Statistical Specialist Mae R. Almonte, Provincial Planning and Development Coordinator-Designate Binky D. Vasquez, DILG Representative LGOO II Jose Reynaldo A. Abad, DICT Provincial Head Marian C. Go-Soco, along with municipal mayors and their representatives, city and municipal planning and development coordinators, data protection officers, municipal statisticians, members of the media, representatives from the academe, and personnel from PSA Southern Leyte.

In her welcome remarks, Hon. Mercado reaffirmed the provincial government's commitment to supporting data-driven policymaking. On the other hand, CSS Almonte commended Southern Leyte for being the first province in the country to successfully complete and formally turn over the CBMS data, and she extended her appreciation to all stakeholders who played a role in this accomplishment.
Supervising Statistical Specialist Elissa P. Carbonilla presented the key highlights of the 2024 CBMS results, while PPDC-Designate Vasquez underscored the importance of utilizing the data for local development. She also outlined measures to safeguard the information, such as conducting privacy training, assigning designated officers, and forming a data breach response team.


LGOO II Abad emphasized the value of data-informed leadership, stating, “Effective governance starts with understanding our people.” DICT’s Go-Soco echoed this sentiment, noting that “evidence-based governance empowers communities and leads to meaningful change.”


In closing, PSA Southern Leyte Chief Statistical Specialist Eutemio A. Llevado, Jr. expressed gratitude and reminded everyone that beyond numbers, the CBMS is a tool to close service gaps and improve lives.
