The Philippine Statistics Authority (PSA) - Southern Leyte, in partnership with the Association of Civil Registrars of Southern Leyte (ACReSL), officially launched the 35th Civil Registration Month (CRM) on January 30-31, 2025, in Hinunangan and Silago, Southern Leyte. This year’s CRM carries the theme, “Building a Resilient, Agile, and Future-Fit Civil Registration and Vital Statistics System.”
In her welcome message, Atty. Marian Donayre Pelin, Municipal Vice Mayor of Hinunangan, expressed gratitude to PSA and ACReSL for selecting their municipality to host the CRM launching. She underscored the significance of civil registration, emphasizing that a recognized identity is every child's right and a fundamental key to social, economic, and political inclusion.
Meanwhile, Hon. Lemuel P. Honor, Municipal Mayor of Silago, warmly welcomed PSA and ACReSL to their municipality, expressing appreciation for choosing Silago as one of the venues for this milestone event.
Delivering an inspirational message, the Chief Statistical Specialist of PSA - Southern Leyte Eutemio A. Llevado Jr. elaborated on this year’s theme, highlighting the need for an adaptive and responsive civil registration system that caters to the evolving needs of the people. He reiterated that civil registration is more than just paperwork—it is one’s identity and a crucial component of nation-building.
The President of ACReSL and Hinundayan Municipal Civil Registrar Victoria B. Calvar also shared her thoughts, expressing pride in the association’s continued efforts in providing free Certificates of Live Birth COLB in SECPA to beneficiaries. She emphasized that this initiative is a heartwarming endeavor that positively impacts many lives.
The highlight of the launching was the awarding of Certificates of Live Birth (COLB) in Security Paper (SECPA) to beneficiaries of ACReSL.
In Hinunangan, a total of 20 ACReSL beneficiaries from Hinunangan East Central School and Hinunangan West Central School, and an additional five beneficiaries sponsored by Atty. Pelin received their COLBs. In Silago, 20 ACReSL beneficiaries were also awarded their COLBs.
The event also featured data appreciation on the 2024 Vital Statistics of Southern Leyte, presented by Registration Officer II Faith L. Genovana. Additionally, Municipal Civil Registrar Arnie V. Estillore of Hinunangan and Municipal Civil Registrar Jenith S. Anavesa of Silago shared their respective municipalities' 2024 Civil Registration accomplishments, further reinforcing the importance of a strong and efficient civil registration system in the province.
Following the ceremony, a motorcade from Hinunangan to Silago was conducted, symbolizing the continuous effort of PSA and ACReSL to bring civil registration services closer to the people.
The 35th CRM launching successfully underscored the PSA and ACReSL’s unwavering commitment to ensuring every individual’s right to legal identity, fostering a more inclusive and future-ready civil registration and vital statistics system in Southern Leyte.
