The Philippine Statistics Authority – Regional Statistical Services Office VIII (PSA - RSSO 8) will conduct the 2022 Census of Agriculture and Fisheries (CAF) for Non-Household as a rider to the 2023 Updating of the List of Establishments (ULE) on 02 May to 31 July 2023.
 
The CAF is a large-scale government undertaking geared towards the collection and compilation of basic information on agriculture and fishery sectors in the Philippines. This is the seventh CAF in a series of decennial agricultural censuses and the sixth of the decennial census of fisheries in the country. Specifically, it aims to 1) determine the structural characteristics of agriculture and fisheries, including their facilities and services in the barangay; 2) provide the sampling frame for the conduct of periodic statistical surveys; and 3) provide basic data for national and sub-national development planning. All non-households with crop farm, livestock and poultry farm, aquafarm and fishing operations during the period January 01 to December 31, 2022 will be listed and interviewed for the 2022 CAF. Non-households include business establishments, cooperatives, associations,
universities, institutions, NGAs, GOCCs, LGUs, and international organizations
.
Meanwhile, the 2023 ULE is a regular statistical activity that provides updated and reliable sampling frame for the establishment and enterprise-based censuses and surveys. Data from the List of Establishments (LE) are used by the government in the formulation of policy recommendations and in monitoring and implementation of industry development programs as well as by the private sector. The unit of enumeration in ULE is the establishment, defined as an economic unit which engages in one or predominantly one kind of economic activity; under single ownership or control, that is under a single legal entity; and, at a single fixed physical location. The 2023 ULE will cover all barangays with or without listed establishments in the preliminary 2022 LE. Establishments listed in ULE barangays plus the identified 2022 CAF Non-Household units will comprise the 2023 ULE Masterlist.
 
In line with this, PSA enjoins all LGUs, business registration agencies, economic managers, business associations, and other concerned government and private entities to support the nationwide conduct of the 2022 CAF for Non Household as a rider to the 2023 ULE by providing the required information.PSA-hired statistical researchers will visit the entities to distribute and collect the questionnaires. In the case where personal interview is not possible, options to provide information through other modes are available, such as Self-Administered Questionnaire in either printed form or fillable-pdf format and Accomplishment of Online Inquiry Form.
 
The office adheres to the principles of transparency, legitimate purpose, and proportionality pursuant to R.A. No. 10173 or the Data Privacy Act of 2012 and R.A. No. 10625 or the Philippine Statistical Act of 2013. All information gathered from the survey will be held strictly confidential and shall not be used as evidence in court for purposes of taxation or investigation. Moreover, all data will be released in the form of summaries or statistical tables.
 
The office assures the public that required public health and safety measures to mitigate COVID-19 will be strictly observed in all phases of field operations. All PSA personnel and hired statistical researchers who will be deployed are healthy and will wear PSA ID for proper identification.
