
The Philippine Statistics Authority (PSA) – Northern Samar Provincial Statistical Office successfully completed its First Surveillance Audit on 27 March 2025, facilitated by Ms. Kristabelle Aguilar, Auditor from TÜV NORD Philippines. This audit is a crucial step in assessing the effectiveness and implementation of the office’s Quality Management System (QMS) across key operational areas. The TÜV NORD, a globally recognized certification body based in Germany, known for upholding international standards in quality, safety, and environmental management. In the Philippines, it is one of the most recognized and trusted certification bodies, known for upholding excellence and integrity across various industries.
The audit covered various functions of the PSA, including the Provision of Statistical and National ID Planning, Policy, and Standards Development; Statistical Operations; Civil Registration Operations; and National ID Operations, as well as Management and Support Functions.
During the opening session, Chief Statistical Specialist Maria Theresa G. Elizalde delivered an insightful presentation highlighting the PSA’s history, quality policy, organizational structure, relevant interested parties, QMS milestones, and best practices. She emphasized the vital role of the Quality Management System (QMS) in enhancing accountability, improving service quality, and promoting operational efficiency across the agency.

As a result of the audit, PSA Northern Samar maintained its ISO 9001:2015 certification, under Certificate Registration No. PHP QMS 24 93 0203-081 issued by TÜV NORD Philippines, Inc. Notably, the audit recorded zero (0) non-conformities, affirming the office’s full compliance with QMS standards and the absence of required corrective actions.
The auditor also recognized two (2) good practices implemented by the office, reflecting PSA Northern Samar’s commitment to continuous improvement, process efficiency, and innovation in public service delivery.
This successful audit reinforces the office’s dedication to excellence, integrity, and reliability in delivering high-quality statistical and civil registration services. Surveillance audits such as this ensure the consistent application of quality protocols and provide opportunities for ongoing improvement in both office and field operations. ##
