The Philippine Statistics Authority – Regional Statistical Services Office VIII (PSA – RSSO 8) will conduct the 2023 Census of Philippine Business and Industry (CPBI) with 2023 Input-Output Survey of Philippine Business and Industry (IOSPBI) as a rider survey. The 2023 IOSPBI sample establishments are subsamples of the 2023 CPBI which comprise approximately 25 percent of the 2023 CPBI total sample establishments. About 2,821 sample establishments regionwide will be covered during the survey. The distribution and collection of the questionnaires is scheduled from 22 April to July 2024.

The CPBI is conducted every five (5) years to collect and generate information on the levels, structure, performance, and trends of economic activities within establishment in the country. It serves as benchmark information for measuring and comparing national, regional and provincial economic growth.  However, unlike in the previous CPBI which only covered formal establishments, the 2023 CPBI will cover both formal and informal establishments.  

Formal establishments are those with legal organization corporations and partnerships, cooperatives and foundations (including registered establishments operated/owned by associations), single proprietorship with employment of 10 and over, and single proprietorship with branches.  On the other hand, informal establishments are those single establishments owned by a single proprietor and with less than 10 employees.  The 2023 CPBI frame was generated from the preliminary 2023 List of Establishments (LE) last 02 February 2024.

Meanwhile, the 2023 IOSPBI is the 9th of the input-output survey series conducted by PSA. The data collected will be used to build the input structure and to construct the distribution of output required in the compilation of the 2023 Supply and Use Table (SUT) and Input-Output (I-O) Table. These tables will serve as benchmark in the next overall revision and rebasing of the Philippine System of National Accounts (PSNA).  The major data items to be collected in the survey include general information about the establishment, main economic activity or business, and revenue, expense, and inventories by product of businesses and industries.

These statistical activities were reviewed and cleared for conduct by the Statistical Survey Review and Clearance System (SSRCS), a mechanism prescribed by RA 10625 or the or the Philippine Statistical Act of 2013 to ensure sound design for data collection; minimize the burden placed upon respondents; effect economy in statistical data collection; eliminate unnecessary duplication of statistical data collection efforts; and, achieve better coordination of government statistical activities.

In line with this, PSA enjoins all sample establishments to support the survey by providing truthful information to authorized PSA Statistical Researchers who will visit them to distribute and collect questionnaires. The Office adheres and commits to the confidentiality of information as stipulated in Section 26 of RA 10625 and Section 8 of RA 10173. All data obtained herein shall be held strictly confidential, and will not be used for taxation, investigation or law enforcement purposes.  Survey results will be released in the form of summaries or statistical tables.
