The Philippine Statistics Authority (PSA) Leyte Provincial Statistical Office, in collaboration with the Local Civil Registry Personnel Association Inc. (LCRPA Inc.), and with the gracious facilitation of the Local Government Unit of Isabel, Leyte, joined and participated in the 33rd Civil Registration Month Celebration, with a kickstart on the conduct of the 33rd Civil Registration Month Opening Ceremony, Caravan, and Civil Registration and Vital Statistics (CRVS) Festival, last February 3-4, 2023 at the Bellavista Hotel, Isabel, Leyte.

The two-day program was commenced by a caravan joined by 35 out of 43 Local Civil Registry Offices (LCROs) across the Province of Leyte duly represented by the Local Civil Registrars and/or their staff. From the convergence point at Ormoc City Plaza, the caravanners convoyed towards Brgy. Apale, Isabel, Leyte, which was the starting point in bringing the caravan across the Municipality of Isabel, Leyte.

At the Bellavista Hotel, the participants were hosted to a sumptuous lunch, immediately followed by the start of the program proper. Despite the sincere interest of Isabel Municipal Mayor, Atty. Edgardo Cordeño to welcome the guests, an equally important matter needed his undivided attention, thus, Municipal Administrator, Mr. Archilles Silva, PhD, delivered the Opening Remarks which highlighted their delight as the host LGU for this worthwhile activity. Thereafter, PSA RSSO 8 CRASD Chief Anesia S. Babante, in lieu of Regional Director Wilma A. Perante, delivered her message which highlighted her encouragement of the LCROs to actively participate in the conduct of the PhilSys Birth Registration Assistance Project (PBRAP), which will tremendously help unregistered individuals gain personality by having their births delayed registered. LCRPA Inc. President and Baybay City Civil Registrar, Noel V. Managbanag, on the other hand, was given opportunity to say his piece, thanking PSA Leyte, PSA RSSO 8, and LGU Isabel for their collaborative efforts to pull off such activity all towards celebrating the 33rd Civil Registration Month.

PSA Leyte Chief Statistical Specialist Sheryl Ann A. Jamisola, facilitated the Soft Launching of the PSA Leyte LCRO Information System (PLLIS) which aims to consolidate the contacts of the LCROs, their respective applicable fees, and to have a repository of the documentations of civil registration related activities the LCROs are respectively conducting. Meanwhile, Ormoc City Civil Registrar Marinette Solibaga, presented their innovations relating to their delivery of efficient civil registration services following their ongoing accreditation for Quality Management System (QMS) ISO 9001:2005.

Following another Intermission Number from one of the LGU Performers, was the Awarding of the 2022 Outstanding Local Civil Registry Offices. A total of 37 cities/municipalities within the Province of Leyte received their awards, comprised of 16 Minor Awards, 21 Placer Awards, and 1 Special Award. Said Awarding is an annual undertaking of the PSA in order to actuate appreciation, and incentivize the hardwork of the LCROs which in effect, aids PSA in its promised delivery of efficient civil registration services to the public and timely release of vital statistics.

Finally, the last part of the program was the conduct of the CRVS Festival which included the parlor games- pop the balloon and charades, which aimed to let the participants enjoy while being reviewed of the basic concepts of civil registration as they answer relative questions in order to win. The winning participants received PhilSys Shirts as prize. 

This February 2023, a series of activities are still lined up for this month-long celebration, and it is hoped that the public and the stakeholders will take active support in order to make such activities successful.
