The Philippine Statistics Authority (PSA) – Biliran and Department of Social Welfare and Development (DSWD) Provincial Link have formed a strategic relationship to streamline the Philippine Identification System (PhilSys) registration process and authentication of the beneficiaries of the various programs under the DSWD.

PSA-Biliran participated in the Cash and Rice Distribution (CARD) Program payout conducted by the DSWD on 05 to 07 April 2024. The PhilSys team allocated one (1) registration kit manned by three (3) personnel to accommodate unregistered individuals, authenticate registered members, and provide printed ePhilIDs to registrants who requested a digital copy of their PhilID and retrieval of missing transaction reference number (TRN). During the 3-day activity, a total of 93 individuals were successfully registered in the system, 768 members were authenticated, nine (9) individuals successfully retrieved their TRN; and 36 individuals immediately received their ePhilID.

In addition, Audio-Visual Presentations (AVPs) were played during the conduct of the activity containing information on PhilSys - its features, and services offered. A brief PhilSys orientation was conducted by Information System Analyst Juhno E. Bernal among the CARD beneficiaries. The orientation focused on the ePhilID as a valid and sufficient proof of identity on all transactions in government agencies and private establishments. To verify the authenticity of both the PhilID and ePhilID, the use of PhilSys check was also presented to the beneficiaries.

A total of 6,000 CARD beneficiaries received cash and rice from DSWD. This initiative is a response to the increasing rice prices and aims to support vulnerable Filipinos by providing them with access to affordable rice and essential cash assistance to address the rising rice prices and promote stability for the benefit of Filipino people.
