The Philippine Statistics Authority (PSA), in partnership with local government units, successfully conducted the 2024 Community-Based Monitoring System (CBMS) Data Review and Presentation of Preliminary Results in the municipalities of San Francisco and Liloan. The events, held on 09 July 2025, marked a significant milestone in evidence-based planning and governance at the local level.

Department heads, municipal planning and development officers, and representatives of the civil society organization actively participated in the discussion and validation of data gathered from the CBMS. The PSA presented key indicators including data on basic access to services, education, and service facilities of barangays.

In her welcome remarks, San Francisco Vice Mayor Fe G. Maruhom emphasized the importance of data-driven governance. “CBMS provides granular and updated information that empowers our local governments to make informed decisions for planning, budgeting, and program implementation,” she said.

The preliminary data highlighted both progress and persistent challenges in local development. Officials from both municipalities expressed commitment to using the CBMS results to shape more responsive policies and interventions tailored to the specific needs of their constituents.

Vice Mayor Shirlita Chung of Liloan remarked, “This data will serve as our roadmap in crafting inclusive and effective programs to uplift our communities and thanked PSA for equipping the LGUs with reliable data that will help guide in their planning activities.

The PSA encouraged continued collaboration with LGUs to validate and to maximize the use of the CBMS data.

The CBMS rollout is in line with Republic Act No. 11315, institutionalizing the Community-Based Monitoring System to foster inclusive development and reduce local poverty through targeted planning.  This data review is one of several activities leading to the official release of full CBMS results scheduled on 29 July 2025.
