Highlights of Eastern Visayas' Construction Statistic: 4th Quarter 2019 (Preliminary Results)

The region’s total number of constructions in the 4th quarter of 2019 reached 960. This reflected a decrease of 19.3 percent from the 1,189 constructions recorded in the same quarter of 2018.

These constructions were comprised of residential buildings (60.3 percent), non – residential buildings (22.1 percent), and additions/ alterations and repairs (17.6 percent).

Decreases in the number of all types of constructions were recorded during the 4th quarter of 2019. Residential building constructions registered the largest decrease at 25.2 percent. The 774 residential constructions in the 4th quarter of 2018 dropped to 579 constructions in the 4th quarter of 2019. A decrease of 11.1 percent was also recorded in the combined number of additions/alterations and repairs of existing structures. It went down to 169 constructions during the 4th quarter of 2019 from 190 constructions in the 4th quarter of 2018. Number of non – residential buildings, meanwhile, declined by 5.8 percent, from 225 constructions in the 4th quarter of 2018 to 212 constructions in the same quarter of 2019.

VALUE OF CONSTRUCTIONS

The total value of constructions in the region during the 4th quarter of 2019 was estimated at P1.8 billion. This figure is 26.1 percent lower compared with the P2.4 billion total value of constructions in the same quarter of 2018.

The total value of construction of non - residential buildings declined drastically by 30.6 percent, from P1.2 billion in the 4th quarter of 2018 to P809.8 million during the quarter in review. Aggregate value of residential buildings also posted a tremendous decrease by 28.2 percent. Its value went down to P779.9 million in the 4th quarter of 2019 from P1.1 billion in the same period of 2018.

On the other hand, total value of additions/alterations and repairs grew by 24.1 percent, from P147.6 million in the 4th quarter of 2018 to P183.2 million in the 4th quarter of 2019.

Non - residential buildings’ value of construction comprised the largest share or 45.7 percent of the total value of constructions in the region. The value of construction of residential buildings contributed almost the same proportion at 44.0 percent. Meanwhile, additions/ alterations and repairs accounted for 10.3 percent only to the region’s total value of constructions.

AVERAGE COST PER SQUARE METER OF RESIDENTIAL BUILDINGS

Average cost per square meter of residential buildings in the region increased by 9.5 percent in the 4th quarter of 2019. The estimated average cost went up to P9,182 from P8,388 average cost in the same period of 2018.

Among the different types of residential buildings, single house registered the highest average cost per square meter at P9,484. It is 2.2 percent lower compared with the P9,693 average cost per square meter in the same quarter of 2018.

The average cost per square meter of apartment/accessoria/others was recorded at P8,306 during the reference period, an increase by 16.7 percent from its level of P7,121 per square meter in the same period of 2018.

Among the types of residential buildings, duplex/quadruplex, posted the lowest average cost per square meter at P7,619 in the 4th quarter of 2019. This is a 23.8 percent drop from the P10,001 average cost per square meter in the 4th quarter of 2018.

AVERAGE COST PER SQUARE METER OF NON-RESIDENTIAL BUILDINGS

Average cost per square meter of non - residential buildings in the region for the 4th quarter of 2019 was estimated at P9,145. This value is 19.7 percent higher compared with the P7,637 average cost per square meter in the same period of 2018.

Among the different types of non – residential buildings, institutional buildings registered the highest average cost per square meter at P12,233 in the 4th quarter of 2019. It is 14.4 percent higher compared with the P10,697 average cost per square meter in the same quarter of 2018.

Average cost per square meter of commercial buildings was posted at P7,860 in the 4th quarter of 2019. This registered a 22.7 percent increase from its P6,408 level in the same quarter of 2018.

Industrial buildings’ average cost per square meter, on the other hand, dropped significantly by 78.7 percent in the 4th quarter of 2019. It went down to P6,327 during the reference period from P29,795 per square meter in the same period of 2018.

Agricultural buildings, meanwhile, posted the lowest average cost per square meter during the quarter in review at P4,463. This value is more than two-folds (103.7 percent) of the P2,192 average cost per square meter in the same period of 2018.

Construction statistics from approved building permits relate to administrative-based data on ne constructions and additions, alternations and repairs of existing residential and non-residential buildings and other structures proposed to be constructed in all cities and municipalities of the country in a specific period.
 
Source of Information
 
Construction statistics are compiled by Philippine Statistics Authority from the copies of original application forms of approved buildings permits as well as from demolition and fencing permits collected every month by PSA field personnel from the Offices of Local Building Officials (LBOs) nationwide.
Limitations:
  1. Data on building constructions refer to those proposed to be constructed or construction work started during the reference period and not to construction work completed during the reference period.
  2. The completeness of the number of building permits collected relies on the applications filed and approved by the Offices of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are not included in the tabulation of data.
Definition of Terms:
 
Accesoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.
Additions/Alterations and Repairs - Construction works by which the utility of building or structure is raised or at least renewed or which materially extends the normal life of the building or structure.
Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts.
Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend the foundation to the roof.
Building Permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).
Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.
Floor Area of Building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.
Non-Residential Building - This type includes commercial, industrial, agricultural and institutional buildings.
Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.
Residential Building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria and residential condominium.
Residential Condominium - A structure, usually of several storeys, consisting of multiple dwelling units.
Single House - A complete structure intended for a single family.
Total Value of Construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
