The Philippine Statistics Authority – Regional Statistical Services Office VIII (PSA - RSSO 8) will conduct the 2022 Updating of List of Establishments (ULE) on 15 August to 15 October 2022. This statistical activity involves field verification of 1,755 establishments in the region whose status of operation in 2021 are Temporarily Closed/Stopped Operation. This aims to determine the present status of operation of these establishments whether they are already in operation, still temporary closed, permanently closed or other status of operation.
The primary method of data collection to be used in the 2022 ULE is personal interview using the tablet-based ULE App. The printed Establishment Inquiry Form (ULE Form 3) will be used in cases where personal interview is not possible or for cases when the establishment opted to give information using the printed self-administered inquiry form. Respondents can also provide information using the online questionnaire facility, fillable questionnaire and telephone interview. Supplemental questionnaire will also be administered to collect some details about temporary closures.
The 2022 ULE is a nationwide undertaking which aims to provide an updated and reliable sampling frame for the census and surveys of establishments and enterprises. It also aims to capture the changes in the distribution and characteristics of establishment business units due to emerging industries and the current business trends. Data from the List of Establishments (LE) are used by the government in the formulation of policy recommendations and in monitoring and implementation of industry development programs in the country. The data are also used by the private sector in identifying business opportunities, preparation of marketing plans, and as input to business/industry research and studies. As the source of frame for establishment-based and enterprise-based surveys, the LE data provides bases for sampling and coverage decisions
The PSA – RSSO 8 enjoins all establishment business units to support the 2022 ULE by providing the required information to authorized PSA Statistical Researchers who will visit them to conduct a personal interview. The office assures the public that required public health and safety measures to contain COVID-19 will be strictly observed in all phases of field operations. All PSA personnel and hired statistical researchers who will be deployed are in good health condition, fully vaccinated and will strictly follow precautionary measures against COVID-19, such as wearing of face mask, physical distancing, proper hygiene and sanitation, and wearing of PSA ID. They shall likewise observe all protocols laid down by the Local Government Units (LGUs).
The office adheres to the principles of transparency, legitimate purpose, and proportionality pursuant to R.A. No. 10173 or the Data Privacy Act of 2012 and R.A. No. 10625 or the Philippine Statistical Act of 2013. All information gathered from the survey will be held strictly confidential and shall not be used as evidence in court for purposes of taxation, regularities, or investigation. Moreover, PSA will release data only in the form of summaries or statistical tables.
