The Philippine Statistics Authority – Regional Statistical Services Office VIII (PSA - RSSO 8) is conducting the 2022 Survey on Costs and Returns (SCR) of Palay Production in collaboration with the Bureau of Agricultural Research (BAR) of the Department of Agriculture (DA).
The survey will be conducted in two rounds to account for farming operations in January to June 2022 and in July to December 2022. The first round of personal interview, which started on 18 July 2022 is expected to finish on 29 July 2022. The second round will be conducted in January 2023. Both survey rounds will cover a total of 1,170 households regionwide.
The SCR of Palay Production generates data on the cost structure of palay production, average use of materials and labor inputs, measures of profitability, and other socio-economic characteristics of palay farming in the country. It also serves as benchmark data needed in the annual updating of the database on costs and returns.
The data generated from this survey can help palay farmers in planning and programming their activities. They can use this data in selecting the most profitable set of crops to plant during a particular season. For both government and non-government planners and policy makers, data on production costs and returns can be used in designing appropriate programs and projects to boost the growth and development of palay industry. Financial institutions and insurance markets also use data on production costs and returns to determine appropriate premium rates.
In line with this, the office enjoins the sampled palay producing households to support the 2022 SCR of Palay Production by providing the required information to authorized PSA interviewers who will visit them to conduct a personal interview.
The PSA adheres to the principles of transparency, legitimate purpose, and proportionality pursuant to R.A. No. 10173 or the Data Privacy Act of 2012 and R.A. No. 10625 or the Philippine Statistical Act of 2013. All information gathered from the survey are confidential and not for disclosure unless authorized by law. Moreover, PSA will release data only in the form of summaries or statistical tables.
The office assures the public that required public health and safety measures to contain COVID-19 will be strictly observed in all phases of field operations. All PSA personnel and hired statistical researchers who will be deployed are vaccinated, healthy and will strictly follow precautionary measures against COVID-19, such as wearing of face mask, physical distancing, proper hygiene and sanitation, and wearing of PSA ID. They shall likewise observe all protocols laid down by the Local Government Units (LGUs).
