PSA conducts Commercial Stocks Survey (CSS) starting February 2021

The Philippine Statistics Authority (PSA) conducts the Commercial Stocks Survey (CSS) on 1 to 4 February 2021 and every first four (4) days of the month, thereafter. The CSS is being implemented in all provinces nationwide, except Batanes and Davao Occidental while the cities of Zamboanga and Davao, and the NCR are treated separate domains. The data generated by the survey will provide relevant statistics on rice and corn stocks inventory in the country.
In the region, a total of 898 sample respondents from National Food Authority (NFA) List of Sample Registered Grains Businessmen will be interviewed. The number is distributed according to their specific line of activity, namely: retailers, wholesalers, combined retailer/wholesaler, and warehouseman. Data collection will be done through face-to-face Paper and Pencil Interview (PAPI).
The NFA used to perform CSS until the passage of RA 11203 or the Rice Tariffication Law in February 2019. By virtue of Section 3, Rule 3.5 of its Implementing Rules and Regulations (IRR), the implementation of CSS was transferred from NFA to PSA. During its transition period in 2020, the CSS underwent adjustments to conform with PSA quality data collection and standards in terms of personnel training, system upgrading, updating of instrument, survey coverage, and sample design.
The office assures the public that all PSA personnel and hired statistical researchers deployed in the field are healthy and will strictly follow survey protocol that includes safety measures against COVID-19, such as wearing of face mask and face shield, physical distancing, proper hygiene and sanitation, and wearing of PSA ID. They shall likewise observe resolutions laid down by the Local Government Units (LGUs).
All information gathered in the survey shall be accorded with utmost confidentiality as provided under RA 10625 or Data Privacy Act. The results of the survey will be disseminated in statistical summaries without reference to any individual person, household or establishment.
