PSA conducts 2020 Annual Survey of Philippine Business and Industry (ASPBI) with rider survey of 2020 Tourism Establishments in the Philippines (STEP)

The Philippine Statistics Authority (PSA) enjoins the public to support the conduct of the 2020 Annual Survey of Philippine Business and Industry (ASPBI) with the 2020 Survey of Tourism Establishments in the Philippines (STEP) as rider survey. Distribution and collection of survey questionnaires takes place in April to June 2021. Due to COVID-19 pandemic, all field operations relative to this survey will be a hybrid of face-to-face and use of online platform.
The 2020 ASPBI aims to collect and generate information on the levels, structure, performance and trends of economic activities of the formal sector of the economy for the year 2020. The data will serve as bases from which the government and the private sector formulate policies and economic development plans. The formal sector is comprised of the following: 1) Corporations and partnerships; 2) Cooperatives and foundations; 3) Sole proprietorship with employment of 10 and over; and 4) Single proprietorship with branches.
The unit of enumeration is the establishment which is defined as an economic unit engaged under a single ownership or control (i.e., under a single legal entity) and in one or predominantly one kind of economic activity at a single fixed physical location. This includes stores, shops, factories, mining companies, electric plants, transport companies, radio stations, hotels, restaurants, banks, insurance companies, real estate development companies and the like.
The main source of the sampling frame for the 2020 ASPBI was extracted from the preliminary results of the 2020 List of Establishments (LE) as of 06 January 2021. The total number of samples for the 2020 ASPBI in Eastern Visayas is 1,030 establishments.
Meanwhile, the 2020 STEP aims to generate information on the availability of supply from tourism industries that will meet the consumption of goods and services of visitors. The data collected from the 2020 STEP will be valuable in measuring the progress of tourism industry in the country. Specifically, the results will be used in: 1) providing inputs in the compilation of the Philippine Tourism Satellite Account (PTSA); 2) establishing baseline data on Measuring Sustainable Tourism (MST) indicator; 3) assessing the impact of the pandemic in the tourism industries in terms of revenue generated and employment; and 4) assessing resources and available infrastructure of the tourism sector.
Sample establishments are given multiple options on how they can respond to the survey. They can either 1) use the online questionnaire available at (for ASPBI), and (for STEP); 2) utilize electronic copy of the questionnaire either in portable document format (.pdf) or Excel (.xlsx) file format; or 3) accomplish the printed copy of the questionnaire which will be distributed and collected by PSA personnel one week after receipt of the questionnaire.
The mandate of PSA to conduct surveys emanate from Republic Act 10625 or the Philippine Statistical Act of 2013, which states that PSA is primarily responsible for all national censuses and surveys, sectoral statistics, consolidation of selected administrative recording systems and compilation of national accounts.
PSA adheres and commits to the confidentiality of information as stipulated in Section 26 of RA 10625 (Confidentiality of Information) and Section 8 of RA 10173 or the Data Privacy Act. All data obtained from the survey shall not be used as evidence in court for purposes of taxation, regulation or investigation and will be released only in summary form or statistical tables.
PSA assures the public that all personnel involved in this undertaking are in good health condition and will strictly follow precautionary measures against COVID-19, such as wearing of face mask and face shield, physical distancing, proper hygiene and sanitation, and wearing of PSA ID.
