On 8-31 October 2020, the Philippine Statistics Authority - Regional Statistical Services Office VIII (PSA-RSSO 8) will conduct the October 2020 Labor Force Survey (LFS). This round will have two (2) rider surveys: 1) 2020 Survey on Overseas Filipinos (SOF), and 2) Philippine Competition Commission (PCC) and Philippine Competition Act (PCA) Awareness Survey.
The October 2020 LFS-SOF-PCC/PCA has a regional sample of approximately 2,688 households systematically selected from the six (6) provinces including Tacloban City. PSA will employ an integrated Computer-Aided Data Collection System (CADaCS) for three surveys.
Sample households will be enumerated using either of the two data collection methods: (1) Computer Aided Personal Interviewing (CAPI) face-to-face interview (with at least one meter distance), or the alternative (2) telephone interview (Tel-in), where the sample household shall provide their mobile/telephone number to the interviewer.
The LFS is a nationwide quarterly survey on households (HH) that gathers data on the demographic and socio-economic characteristics of the population. Meanwhile, SOF seeks to gather information on Filipino family members who traveled outside Philippines within the period October 2015 to September 2020. The national survey on Awareness and Perception of Households on PCC and PCA aims to track how the extent of knowledge, perception, and attitudes of consumers have evolved.
The continual conduct of these government-mandated surveys is pursuant to the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 38 dated 22 May 2020. The resolution allows PSA to operate at a capacity necessary to conduct survey activities provided that data gathering will be carried out under strict physical distancing measures and other health protocols.
The authority and mandate of PSA to conduct statistical surveys emanate from Republic Act (RA) No. 10625 or the Philippine Statistical Act of 2013 which holds PSA primarily responsible for all national censuses and surveys, sectoral statistics, consolidation of selected administrative recording systems and compilation of national accounts. The results of LFS-SOF-PCC awareness surveys will be used to capture and quantify the changes in the labor market amidst the pandemic crisis.
PSA assures the public that its interviewers are healthy and will observe DOH protocols against COVID-19, such as wearing of face mask and face shield, physical distancing, proper hygiene and sanitation, and wearing of PSA ID. They shall likewise adhere to all protocols laid down by the Local Government Units (LGUs).
Further, the office reassures the public that data furnished by the respondent to these surveys are considered privileged communication and are inadmissible as evidence in any court proceeding. Data generated will be released in summaries and statistical tables with no reference to individuals or households.
