Highlights of Eastern Visayas Construction Statistics: 3rd Quarter 2019 (Preliminary Results)

The region’s total number of constructions in the 3rd quarter of 2019 reached 1,236. This reflected an increase of 30.9 percent from the 944 constructions recorded in the same quarter of 2018.

The total constructions in the region were comprised of residential buildings (66.7 percent), non – residential buildings (23.5 percent), and additions/ alterations and repairs (9.8 percent).

By type of construction, residential buildings significantly increased by 62.5 percent, posting 824 constructions in the 3rd quarter of 2019 from 507 constructions in the 3rd quarter of 2018. An increase of 27.6 percent was also noted in the number of non-residential buildings, from 228 constructions in the 3rd quarter of 2018 to 291 constructions during the quarter in review. The combined number of additions/alterations and repairs of existing structures, on the other hand, went down by 42.1 percent, from 209 constructions in the 3rd quarter of 2018 to 121 constructions in the same period of 2019.

VALUE OF CONSTRUCTIONS

The total value of constructions in the region during the 3rd quarter of 2019 was estimated at P3.7 billion. This figure is 72.5 percent higher compared with the P2.2 billion total value of constructions in the same quarter of 2018.

By type of construction, total value of non - residential buildings almost doubled (91.9 percent), from P1.3 billion in the 3rd quarter of 2018 to P2.5 billion during the quarter in review. Aggregate value of residential buildings also increased by 58.3 percent to P1.1 billion in the 3rd quarter of 2019 from P698.7 million in the same period of 2018.

On the other hand, total value of additions/alterations and repairs declined by 13.8 percent, from P174.6 million in the 3rd quarter of 2018 to P150.5 million in the 3rd quarter of 2019.

Non - residential buildings comprised the largest share or 66.2 percent of the total value of constructions in the region. Meanwhile, residential buildings contributed 29.7 percent, and additions/ alterations and repairs accounted for 4.0 percent of the region’s total value of constructions.

AVERAGE COST PER SQUARE METER OF RESIDENTIAL BUILDINGS

Average cost per square meter of residential buildings in the region for the 3rd quarter of 2019 was estimated at P7,950, lower by 6.9 percent compared with the P8,542 average cost in the same period of 2018.

Among the different types of residential buildings, single house registered the highest average cost per square meter at P9,252, 3.9 percent higher compared with the P8,902 average cost per square meter in the same quarter of 2018.

The average cost per square meter of duplex/quadruplex house was recorded at P9,211 during the reference period, an increase by 24.8 percent from its level of P7,380 per square meter in the same period of 2018.

Apartment/accessoria/others, meanwhile posted the lowest average cost per square meter among residential buildings during the 3rd quarter of 2019 at P5,999, registering a decrease by 20.6 percent from P7,588 per square meter in the 3rd quarter of 2018.

AVERAGE COST PER SQUARE METER OF NON-RESIDENTIAL BUILDINGS

Average cost per square meter of non - residential buildings in the region for the 3rd quarter of 2019 was estimated at P12,598, more than two – folds (102.0 percent) higher compared with the P6,233 average cost per square meter in the same period of 2018.

Among the different types of non – residential buildings, industrial buildings registered the highest average cost per square meter at P31,048. It is almost four times (299.8 percent) higher compared with the P7,766 average cost per square meter in the same quarter of 2018.

Average cost per square meter of institutional buildings was posted at P11,463, recording an increase of 25.4 percent from P9,144 in the 3rd quarter of 2018.

Commercial buildings reported higher average cost per square meter at P11,382 during the reference period from P4,952 per square meter in the same period of 2018, or a significant increase of 129.8 percent.

Agricultural buildings, meanwhile, posted the lowest average cost per square meter during the quarter in review at P4,806, registering a 1.6 percent decrease from P4,885 per square meter in the same period of 2018.

Scope and Coverage
Construction statistics from approved building permits relate to administrative-based data on ne constructions and additions, alternations and repairs of existing residential and non-residential buildings and other structures proposed to be constructed in all cities and municipalities of the country in a specific period.
 
Source of Information
Construction statistics are compiled by Philippine Statistics Authority from the copies of original application forms of approved buildings permits as well as from demolition and fencing permits collected every month by PSA field personnel from the Offices of Local Building Officials (LBOs) nationwide.
 
Limitations:
1. Data on building constructions refer to those proposed to be constructed or construction work started during the reference period and not to construction work completed during the reference period.
2. The completeness of the number of building permits collected relies on the applications filed and approved by the Offices of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are not included in the tabulation of data.
 
Definition of Terms:
Accesoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.
Additions/Alterations and Repairs - Construction works by which the utility of building or structure is raised or at least renewed or which materially extends the normal life of the building or structure.
Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts.
Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend the foundation to the roof.
Building Permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).
Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.
Floor Area of Building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.
Non-Residential Building - This type includes commercial, industrial, agricultural and institutional buildings.
Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.
Residential Building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria and residential condominium.
Residential Condominium - A structure, usually of several storeys, consisting of multiple dwelling units.
Single House - A complete structure intended for a single family.
Total Value of Construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.

Aside from the preliminary tables posted in the PSA website, annual, quarterly and monthly statistical tables at the municipality level by type of construction and by form of ownership are available at the Industry Statistics Division of the PSA.
