Highlights of Eastern Visayas' Construction Statistics: 1st Quarter 2019 (Preliminary Results)

The region’s total number of constructions in the 1st quarter of 2019 reached 1,355. This reflected an increase of 12.2 percent from the 1,208 constructions recorded in the same quarter of 2018.
 
 
The total constructions in the region were composed of residential buildings (64.0 percent), non-residential buildings (21.6 percent) and additions/ alterations and repairs (14.4 percent).
 
By type of construction, the number of non – residential buildings increased by 47.2 percent, posting 293 constructions in the 1st quarter of 2019 from 199 constructions in the 1st quarter of 2018. An increase of 19.6 percent was noted in the combined number for additions/alterations and repairs of existing structures, from 163 constructions in the 1st quarter of 2018 to 195 constructions during the quarter in review. The number of residential building constructions also inched up by 2.5 percent, from 846 constructions in the 1st quarter of 2018 to 867 constructions in the same period of 2019.
 
VALUE OF CONSTRUCTIONS
 
The total value of constructions in the region during the 1st quarter of 2019 was estimated at P2.6 billion. This figure is 8.9 percent higher compared with the P2.4 billion total value of constructions in the same quarter of 2018.
 
 
By type of construction, total value of additions/alterations and repairs more than doubled (152.0 percent), from P69.7 million in the 1st quarter of 2018 to P175.5 million during the quarter in review. Aggregate value of non – residential buildings also increased to P1.4 billion in the 1st quarter of 2019 from P866.4 million in the same period of 2018, a roll up by 58.0 percent.
 
On the other hand, total value of residential buildings declined by 27.1 percent, from P1.5 billion in the 1st quarter of 2018 to P1.1 billion in the 1st quarter of 2019.
 
Non – residential buildings comprised the largest share or 52.5 percent of the total value of constructions in the region. Meanwhile, residential buildings contributed 40.8 percent, and additions/ alterations and repairs accounted for 6.7 percent of the region’s total value of constructions.
 
AVERAGE COST PER SQUARE METER OF RESIDENTIAL BUILDINGS
 
Average cost per square meter of residential buildings in the region for the 1st quarter of 2019 was computed at P8,137, higher by 9.4 percent compared with the P7,438 average cost in the same period of 2018.
 
 
Among the different types of residential buildings, duplex/ quadruplex registered the highest average cost per square meter at P12,395, more than double compared with the P5,884 average cost per square meter in the same quarter of 2018.
 
The average cost per square meter of single house was recorded at P9,142 during the reference period, an increase of 17.2 percent from its level of P7,799 per square meter in the same period of 2018.
 
Apartment/accessoria/others, meanwhile posted the lowest average cost per square meter among residential buildings during the quarter in review at P6,860, registering a decrease of 1.8 percent from P6,988 per square meter in the 1st quarter of 2018.
 
AVERAGE COST PER SQUARE METER OF NON-RESIDENTIAL BUILDINGS
 
Average cost per square meter of non - residential buildings in the region for the 1st quarter of 2019 was estimated at P7,728, higher by 5.4 percent compared with the P7,333 average cost per square meter in the same period of 2018.
 
 
Among the different types of non-residential buildings, institutional buildings registered the highest average cost per square meter at P10,311. It is 15.7 percent higher compared with the P8,915 average cost per square meter in the same quarter of 2018.
 
Average cost per square meter of industrial buildings was posted at P6,893, recording an increase of 26.7 percent from P5,441 in the 1st quarter of 2018.
 
Commercial buildings reported lower average cost per square meter at P5,464 during the reference period from P6,443 per square meter in the same period of 2018, or a decrease of 15.2 percent.
 
Agricultural buildings, meanwhile, posted the lowest average cost per square meter during the quarter in review at P5,347, registering a 30.3 percent drop from P7,672 per square meter in the same period of 2018.
 
 
 
Technical Notes
Scope and Coverage
Construction statistics from approved building permits relate to administrative-based data on ne constructions and additions, alternations and repairs of existing residential and non-residential buildings and other structures proposed to be constructed in all cities and municipalities of the country in a specific period.
 
Source of Information
Construction statistics are compiled by Philippine Statistics Authority from the copies of original application forms of approved buildings permits as well as from demolition and fencing permits collected every month by PSA field personnel from the Offices of Local Building Officials (LBOs) nationwide.
 
Limitations:
1. Data on private building constructions refer to those proposed to be constructed or construction work started during the reference period and not to construction work completed during the reference period.
2. The completeness of the number of building permits collected relies on the applications filed and approved by the Offices of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are not included in the tabulation of data.
 
Definition of Terms:
Accesoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.
Additions/Alterations and Repairs - Construction works by which the utility of building or structure is raised or at least renewed or which materially extends the normal life of the building or structure.
Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts.
Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend the foundation to the roof.
Building Permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).
Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.
Floor Area of Building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.
Non-Residential Building - This type includes commercial, industrial, agricultural and institutional buildings.
Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.
Residential Building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria and residential condominium.
Residential Condominium - A structure, usually of several storeys, consisting of multiple dwelling units.
Single House - A complete structure intended for a single family.
Total Value of Construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.

Aside from the preliminary tables posted in the PSA website, annual, quarterly and monthly statistical tables at the municipality level by type of construction and by form of ownership are available at the Industry Statistics Division of the PSA.
